Fukuda Tokuyasu was born in 1906. He was one of the three members of the Japanese Embassy that Rabe dealt with during his time in Nanjing. At the time, Fukuda held the position of Candidate Official. As he was fluent in English, he was often used as translator and mediator.  After the war, Fukuda served as a member of parliament (1949-79) and became Prime Minister Shigeru Yoshida’s secretary. He also served as Chief Secretary of the Defense Agency and Minister of Postal Affairs. He died in 1993.
