Gu Mengyu (also Ku Meng-yu) was born in 1888, in Wanping County, Zhili Province. In 1906, he studied in Germany. In 1910, he joined the Tongmenghui (Chinese United League) and a year later returned to China to participate in the Xinhai Revolution. In 1916, he was appointed professor at Peking University. In 1924, he became the head of the Kuomintang (Nationalist Party of China) branch in Beijing and one year later, he became president of Guangdong Public University. Furthermore, he was affiliated with Huang Qian Military School and was appointed deputy director of Sun Yat-sen University.

Gu was also heavily involved in politics; between 1932 and 1935, he served as Minister of Railway and then Minister of Transportation and Communication. From 1941 to 1943, he became president of Zhongyang University. During the Second Sino-Japanese War, he was opposed to the peace movement and aligned himself with those fighting the Japanese. In 1949, he moved to Hong Kong where he tried to reinvigorate the Kuomintang. When this failed, he moved to California before settling down in Taiwan. He died on 25 June 1972.
