Wang was part of the Autonomous Government Committee (alternatively: Nanjing Self-Government Committee), that was founded by the Japanese authorities with Chinese collaborators. It used the insignia of the first Chinese Republic, as Rabe noted in his diary.
Before becoming a member of this committee, Wang worked as auctioneer. On 9 January 1938, Wang informed Rabe of a plan by the Japanese army to tear down the refugee camps by force. In his diary, Rabe calls Wang “a secret member of the International Committee”.
